Senior Belarusian officials said Thursday they had evidence of an American-backed plot to overthrow the country’s current regime during Sunday’s presidential elections, and said any attempts at disruption would be classified as terrorism.
Security service head Stepan Sukhorenko showed a press conference in the capital, Minsk, a video of an interview with a man he said was one of those involved in the plot. The man said he had been at a training camp in Georgia at which training was provided by “four Arabs [and] officers of the former Soviet army.”
The man also said a colonel from the Georgian security services and American instructors had conducted examinations, and that the Americans had told them to bomb four polling stations at schools in Minsk during voting Sunday. “The Americans told us to organize four explosions at schools. The place and time [of the attacks] were to be told [to us] later. Concrete locations were not indicated,” the man said.
“There is a preparation not for the peaceful protest, as the organizers of the so-called revolution declare, but for a well-planned, forceful action,” General Sukhorenko said, according to a transcript of his remarks. He said the plotters intended to use “explosives, arson and acts of provocation” in order to create chaos and allow opponents to seize power.
He also showed video footage he said was of Georgian nationals confessing that they were to deliver money and “everything necessary” to stage disturbances on March 19. He said other attacks may be in the making. “We are in no way interfering with the rights of candidates, but we are obliged to state that an attempt to take power by force is being prepared in the country under cover of the elections,” Sukhorenko said.
Sukhorenko said all attempts at disruption would be seen as terrorism. “The actions of those who take the risk of going into the streets to attempt to destabilize the situation will be viewed as terrorism.” But he added, “Not everyone going into the street will be declared a terrorist. But each person will be responsible for whatever actions he undertakes.”
The punishment for acts of terrorism in Belarus is 8 years to life in prison or the death penalty. The security chief’s warning against street rallies on election day is an attempt on the part of the Belarusian government to prevent a “color revolution” in the country.
Sukhorenko singled out Milinkevich and campaign aide Anatoly Lebedko, saying they would be held responsible for any violence. “The candidate will complete his campaign and then, in accordance with legislation, we will establish whether or not he is guilty,” he said. “If blood is spilled, those persons who called for such action will be held responsible.”
Mr. Lebedko, in an interview in his office in Minsk, denied the charges, saying no one in the opposition had advocated violence. “We are preparing no violent takeover,” said Sergey Kaliakin, Milinkevich’s campaign manager. “Our fear is that authorities will make provocative moves to justify using force against peaceful demonstrators.”
Belarusian allegations that Georgia has been planning terrorist acts to be carried out during the upcoming presidential elections in Belarus are pure fantasy, a member of a Georgian political youth movement said Thursday.
“We cannot comment on such statements since they are the pure fantasy of Belarusian authorities,” said Georgy Meladze, a member of the Kmara (Enough) political youth movement, which played an active role during Georgia’s “rose revolution” in late 2003.
In an online question-and-answer session Thursday, U.S. Ambassador George Krol said it was “absurd and baseless” to allege that American organizations taught terrorism, and said that “Belarusians have the right to peacefully express their opinion.”
